Hi! I'm William Woodrome.
I am humbly asking for your vote for the Rancho California Water District Board of Directors. I am passionate about ensuring the best for our community and the lifeblood that keeps our community thriving — water.
Over the past 15 years I have dedicated myself to taking part in public service, including serving many voluntary roles in the water sector. I have taken a deep dive into the issues that face California supplies, and have witnessed first hand the challenges of drought, affordability, and sustainability for the region. I also celebrate the innovation and the forward thinking that the industry has embraced to ensure clean, reliable water for all. It is time for me to do my part — to take all of this I have learned and help the community that I love so dearly. As a resident of Temecula for 9 years, I have seen us continue to grow!
That growth will continue — and with my ambition and focus, I want to ensure with that growth we can secure consistent supplies yet maintain rates that are reasonable. I want to secure funding from our state and federal resources and work to ensure we can sustain our communities.
As a small business owner, I understand the importance of the value of service and commitment. I want to ensure we have excellent service and water fresh every time we turn on the tap. I understand sound financial planning and the balance needed to guarantee the best product available — clean, fresh water.

Fresh

Fresh means looking at our water management with new ideas. I am not tied to old ways of thinking or past board politics. I bring a fresh, independent approach to local governance — an approach that prioritizes the needs of the community over the status quo.
Trust
Throughout my years working as a volunteer and attending meetings in the local water industry, I saw countless examples of board members who were dismissive of the public and the staff. Too often, I saw board members missing key elements that could change the outcome of decisions made. I hope to ensure that the public and those serving the community through their knowledge and work are heard and not afraid to speak up.
Business Principles
Often, people believe that governance is the equivalent of a business. Businesses create value for their product. I intend to weave business principles in to streamline services and costs and add in the very important need for excellent customer service. Water agencies are public entities and we should not expect anything less when it comes to value.
Clean

Clean means more than just water quality. It means running a clean operation. I am committed to complete transparency for our constituents, ensuring that decisions are made in the open, budgets are easily understood, and accountability is upheld.
Water Quality
Water quality is the foundation of public health, safety, and community trust — it is the single most vital service a water district delivers to its ratepayers. To protect our community's future and secure our water reliability, continuous investment in state-of-the-art water quality infrastructure is non-negotiable.
Transparency
Our water district is one of the only utilities where we, as ratepayers, can be heard. I intend to work closely with the other board members and leadership to ensure that the processes to keep an open government are recognized and sustained.
Sustainable

Sustainability means building resilient infrastructure and aggressively securing new, diverse water sources so our community never faces a crisis. It also means keeping prices in check to the best of my ability. I want smart investments in the future, today — protecting both our environment and our finances tomorrow, and ensuring the next generation has secure supplies and a better tomorrow for our children.
Securing Water
65% of our water comes from Northern California and the Colorado River. Enhancing our underground storage for runoff and proactive long-term planning should prioritize water quality and storage enhancements at Vail Lake, ensuring this critical local storage asset continues to safely and sustainably serve our region for generations to come.
Recycling
100% of recycled water produced locally is used, and I applaud this. I would like a small audit to ensure it is distributed locally and for the benefit of our communities, and to explore further opportunities to use this valuable resource.
Financing the Future
Suburb communities often miss out on state and federal funding, simply because the large metropolises have more impact and sway. That does not mean we should be overlooked. I understand the importance of relationships in Sacramento and DC, to work with legislators and secure funding for imperative water projects for our community.
